Main Purpose of Job

As part of the Executive Leadership Staff of the agency, the Assistant Director for Child Support Services provides leadership and managerial support to supervisors and staff providing Child Support services to children, their caretaker relative and their non-custodial parent. This position includes oversight and management of the child support legal unit that prepares and manages cases for Court. This position also oversees all emergency management services including sheltering, Family Assistance Center and COOP (Continuing Operations Plans) planning, training and implementation for the Agency.

POSITION DUTIES

  • Provides overall administrative and programmatic leadership.
  •  Works closely and collaboratively with other members of the Executive Leadership Team to identify, address and solve Agency-wide and Division-specific problems in order to support coordinated services delivery across the organization.
  • At all times, the incumbent will provide customer service to both internal and external customs that meet or exceeds the standards set by the Department.
  • Provides program and administrative direction to all employees of the Child Support Administration (CSA) Division. Supervises, trains and provides work directions, and problem solving assistance to employees.
  • Oversees the daily operations of other staff. Supervise staff, including hiring, scheduling and assigning work, reviewing performance, and recommending promotion, transfers, demotions, discipline or termination.
  • Manages others through subordinate supervisors. Review and revise business practices, manage program and fiscal operations.
  • Manages all aspects of the agency's disaster planning including sheltering, family assistance reunification center planning and deployment, and development and maintenance of the COOP plan.
  •  Works with local emergency services and the State DHS emergency coordinator as needed to stay current and keep agency prepared for crisis management activities.
  •  Participates in community programs and activities to support the mission, vision, values and strategic goals of DHS and Charles County DSS.
  • Seeks our internal and external partners to develop collaborative efforts and behalf of the achieving these strategic goals.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Eight years of experience in administrative, professional or technical work, three years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

 2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education, three (3) years of which must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience working in a Child Support Enforcement Program.
  • Experience directing supervisors or managers.
  • Experience in the development and implementation of human services program policies.
  • Experience with personal computer, database and network systems (Child Support Enforcement System and Client Automated Resource and Eligibility System (CARES).
  • Experience in identifying IT needs within a large agency.
  • Experience in developing and monitoring a local budget.
  • Ability to develop administrative procedures and to evaluate efficiency and effectiveness.
