Main Purpose of Job

The Senior Policy Manager plays a critical role in designing and leading process improvement projects to solve operational or program challenges identified by the executive team. This includes a comprehensive assessment of the challenge, designing deliverables that are responsive to that assessment, coordinating and collaborating with executive and program staff to finalize those deliverables, and then implementing the improvement through staff training, communication strategies, and ongoing technical assistance. The incumbent in this position is responsible for analyzing and preparing performance data for programs or operations in the Department as such that the executive team can be positioned to make decisions about resource deployment, program improvement and operational practices. This includes designing the methodology for analyses, supervising other analysts, automating reports through computer programming, developing strategies to increase the speed and accuracy of data collection and reporting, and providing analyses and recommendations to the Assistant Director.

POSITION DUTIES

Processes improvement, leads projects to eliminate waste, reduce errors, and establishes modern business practices in units across the agency. Applies lean methodology to diagnose operational problems and to recommend new policies, procedures, data collection, staffing, or training practices. Processes improvement projects from inception through implementation, which requires communication and coordination with program managers, Assistant Directors, and Deputy Directors. Recommends, develops, and monitors the implementation of systems to measure and evaluate performance. This includes automating reports and processing big data sets using computer programming software; visualizes data using business intelligence tools; analyzes large longitudinal data sets; builds data collection and analysis tools; produces summary performance reports; and presents findings and recommendations to the executive team. Directs the work of analysts and other staff to develop statistical reports, standard operating procedures, lean process improvement deliverables, and training materials. Assures that staff provides accurate interpretations and implementations of state and federal regulations that affect the delivery of services in child welfare, in family investment and in administrative practices. Trains, designs, oversees and/or delivers training to program staff in child welfare, family investment, and administrative units as a complement to Office of Innovation projects designed to introduce new technology, streamlined business processes or to institutionalize existing technology and provides consultation to the Assistant Director on strategies for organizational improvements.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Eight years of experience in administrative, professional or technical work, three years of which must have involved supervision of other employees or exercising responsibility for program development. 

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience. 

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education, three (3) years of which must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

One year of experience in data analysis of a human service program.

One year of experience using EXCEL and GOOGLE Docs.

Two years of experience within a Family Investment and/or Child Welfare program.
