Main Purpose of Job

The Office of Health Care Quality (OHCQ) Developmental Disabilities (DD) Unit Coordinator of Special Programs IV, also referred to as the Lead Unit Surveyor, assists OHCQ and the Unit to achieve it's mission by performing licensure and regulatory duties which evaluate programs and services provided by DDA licensees. The Coordinator of Special Programs IV conducts investigations, initial surveys, re-licensure surveys and monitoring visits to determine if DDA licensed programs and funded services comply with policies, regulations and laws that affect the overall health, safety and well-being of individuals. Additionally, the Coordinator of Special Programs IV participates in Informal Dispute Resolution (IDR) meetings and/or the Mortality Review Committee, representing OHCQ and as needed, providing support and/or clarification of survey and investigation findings. This position requires the Coordinator of Special Programs IV to possess and maintain a current knowledge of COMAR, federal and local regulations governing the operations of DDA licensees and to maintain training required to perform essential job functions in the unit. In addition, as a lead surveyor this position assists the unit supervisor with administrative functions covering for the supervisor when they are out as well as taking the lead training new staff.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.  A copy of your transcript must be attached to the application.

Experience:  Five years of professional experience in health services, two years of which must have been in the option for which application is made.

NOTES:

1.  Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2.  Experience in the option must be as follows: professional work related to the support services and programs for developmentally disabled clients.

3.  A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The selected candidate should possess and maintain a current knowledge of COMAR, federal and local regulations governing the operations of DDA licensees and to maintain training required to perform essential job functions in the unit.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
