Main Purpose of Job

The main purpose of this position is to coordinate, administer, and direct daily operations of the Women, Infants, and Children (WIC) Program. Identifies and secures space and plans staffing patterns needed to carry out WIC services. Monitors staff compliance with program policies and operations; initiates education and training. Represents local WIC agency at fair hearings. Monitors completion of WIC high-risk referrals. Prepares annual budgets according to awarded WIC funding. Monitors and modifies budgets as per state and federal requirements. Completes quarterly WIC budget reports. Conducts and evaluates quarterly WIC employee time studies and utilizes results in preparation of WIC Program budgets. Prepares projections for future budget allocations. Determines staffing needs. Ensures compliance with federal and state WIC regulations. Develops, monitors, and revises local agency policies and procedures to comply with federal and state regulations. Plans, organizes and supervises the work of all program staff, including professional, paraprofessional, and clerical staff. Recruits, hires, orients, and manages training of all staff. Makes recommendation for promotion and termination of staff. Prepares and updates job descriptions (MS22s). Plans and directs staff meetings and in-service trainings. Represents local agency, department, and program on community and statewide boards, coalitions, workgroups, and associations.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling or a related field.

Experience: Five years of professional experience in health services, two years of which must have been in the option for which application is made.

Notes: 1. Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3. A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
