Main Purpose of Job

The Prevention and Health Promotion Administration (PHPA) mission is to improve the health of Marylanders by reducing the transmission of the infectious diseases, helping impacted persons live longer, healthier lobes, and protecting individuals and communities from environmental health hazards. PHPA works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards. The Center for HIV Prevention and Health Services, a service unit of PHPA, provides essential programs and services for people living with and affected by HIV disease and helpS HIV+ persons live longer, healthier lives. The Center's major service programs include the Ryan White Part B, the Housing Opportunities for people with AIDS (HOPWA) initiatives and targeted statewide patient service programs, notably, the Minority AIDS initiative, rural seropositive clinics, and projects to reduce perinatal transmission of HIV. This is a professional level grants and contracts position for HIV/AIDS services sTate wide. This position serves as the grants and contracts monitor to assigned local health departments, institutions and other agencies regarding the care of HIV seropositive individuals funded via contracts, unified grant awards and Interagency Agreements. The position is responsible for fiscal monitoring, grants, and contracts administration and oversight, and the analysis and review of application and award budgets, modifications, reductions and/or supplements for PHPA funded vendors. Vendors include local health departments and sub-vendors of PHPA funded HIV/AIDs programs. The position will assist in monitoring the status of grants and contracts from the initial award to the completion of services, disbursements of funds and final close out of the awards. In addition, the position analyzes and reviews all year-end budget reports and makes recommendations to resolve fiscal inaccuracies.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.  A copy of your transcript must be attached to the application.

Experience:  Five years of professional experience in health services, two years of which must have been in the option for which application is made.

NOTES:

1.  Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2.  Experience in the option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3.  A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

THE DESIRED CANDIDATE SHOULD HAVE PRIOR EXPERIENCE:

  • Preparing or approving organizational or program budgets
  • Monitoring expenditures and approving invoices
  • Monitoring fiscal Compliance
  • Grants Management or accounting
  • Conducting program audits

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
