Main Purpose of Job

The main purpose of this position is to provide training and education to agency staff, community partners, foster parents and clients. The position is responsible for the design, development and implementation of training and staff development activities, particularly for new child welfare staff. Designs, develops and implements training and staff development activities for agency staff that will help them to meet the goals and objectives of the mission, vision, values and strategic plan of the Baltimore City Department of Social Services in accordance with COMAR, the LJ Consent Decree, Action Transmittals, DHR and/or BCDSS policies and procedures. At all times, the incumbent will provide customer service that meets or exceeds the standards set by the Department.


Designs, develop and implement training and staff development activities for agency staff. Research training material that meets the goals and objectives of the mission, vision, values, and strategic plan of the Baltimore City Department of Social Services in accordance with COMAR, the L.J. Consent Decree, Action Transmittals, and DHR and/or BCDSS policies and procedures.Writing lesson plans and scripts Designing course materials and other documents such as handouts, manuals and exercises Organizing and marketing courses to meet the needs of learners and demands of business; Preparing the learning environment and resources, including setting up IT equipment Represents Training and Staff Development (TSD) and the agency on assigned committees by serving as liaison with internal and external stakeholders in order to plan for agency-wide training and staff development activities. Serving on assigned committees as a resource to provide information or determine the most effective way of meeting the needs of management, staff, clients or customers Ensuring that staff has the opportunity to evaluate training Delivering training programs to staff, management, clients, community partners and the general public in a group classroom setting, online through an e-learning (Virtual Learning Environment (VLE)), and on a one-to-one basis. Supporting and coaching learners using the VLE and self-learning packages. Utilize advanced coaching techniques to counsel and guide employee development. Facilitating the implementation of quality systems within bureau and work units of a department.Evaluates training and staff development activities for agency staff and resource parents to ensure that the training is effective in helping staff meet the goals and objectives of the agency by using the training evaluation tools of the training unit. Analysis of statistical data related to evaluations Makes necessary changes to training based on evaluation results Monitoring and evaluating course outcomes, operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement. Participates in professional development activities such as trainings, workshops and seminars. Continually improves skills and knowledge base in accordance with TSD policies and procedures.

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Two years of experience planning and conducting employee development and training.


1. Additional experience in planning, conducting or coordinating training or staff development activities may substitute on a year for year basis for the required education.  

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in education and training classification or education and training specialty codes in the education and training field of work on a year-for-year basis for the required experience and education. 


Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

1. One year of experience conducting Official Training and/or Adult Education for a Local Department of Social Services.

2. Two years experience in a public child welfare setting, preferably at Baltimore City Department of Social Services.
