This is a position specific recruitment for the Department of Natural Resources, Forest Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources, Forest Service, Urban and Community Forestry Program is currently accepting applications for a Natural Resources Manager II. The selected candidate will serve as the Training Coordinator at the Maryland Forest Service Headquarters Office in Annapolis, Maryland; office location may be negotiable with job offer. The Training Coordinator is responsible for managing the Maryland Licensed Tree Expert program statewide organizing and implementing training sessions across all Forest Service program areas and for maintaining training records of Forest Service employees. By carrying out these responsibilities the Training Coordinator ensures that the licensed tree experts and their businesses can meet the new mandate for continuing education requirements. This requirement must be met for tree experts to renew their license and legally work in Maryland. The position manages the continuing education event catalog, maintains the databases, prepares reports, develops procedures, manages the outreach budget, and assists with license renewals. The position implements and insures compliance with the existing tree expert statute and regulations and recommends changes to policy and the regulations as needed. The Training Coordinator actively works with licensed tree experts, citizens, governmental organizations, non-governmental organizations, law enforcement, offices of consumer protection, and the court system to promote, implement and enforce the Licensed Tree Expert program. The Training Coordinator also works with Forest Service program managers and staff to identify training needs of Forest Service employees, partner organizations and affiliated individuals, develop and carry out training programs and maintain training records. This position would work with volunteer fire departments, federal agencies (US Forest Service, US Fish and Wildlife, etc), other state and local agencies and non-governmental organizations.


Education: Possession of a high school diploma or a State high school equivalence certificate.

Experience: Seven years of experience either performing, or supervising workers performing technical natural resources or conservation work.


1. Pertinent volunteer and/or part-time experience is acceptable. Please document the number of hours spent per week in this type of experience on the application form (MS 100).

2. Applicants may substitute vocational or college education in a natural resources discipline for experience at the rate of one year of education for one year of experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the biological science technician field of work on a year-for-year basis for the required experience and education.   


Applicants must meet the minimum and selective qualifications to be considered. Include clear and specific information on your application regarding your qualifications.

Two years of experience in tree care or Forestry or Forestry related work is required.


Strong preference will be given to applicants that possess the following preferred qualifications; please include clear and specific information on your application regarding the qualifications.

1. Experience in urban and community forestry.

2. Experience in coordinating training.

3. Experience with tree care and the tree care industry 

4. A Class A or B Commercial Driver's License (CDL) valid in the State of Maryland.
