Introduction

This is a position specific recruitment for the Department of Natural Resources, Engineering & Construction Unit. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources, Engineering & Construction Unit, is currently accepting applications for a Natural Resources Manager II. This position serves as the Marine Construction Facility Manager/ licensed Tugboat Captain.

As Marine Construction Facility Manager, the incumbent will manage the day to day operations of the marine construction facility. These duties include but not limited to: scheduling maintenance, establish annual budget and develop specifications for major maintenance for 10 vessels and other heavy marine construction equipment; maintain inventory of materials and supplies, maintain project files and daily work reports; conduct safety training, firefighting, man overboard drills, use of life rafts and survival suits.

As Tugboat Captain, duties include: plotting courses to project location, tide, current and weather monitoring and arranging refueling points and overnight docking accommodations; safely navigate 130-foot tug and barge composite unit to project sites on the Chesapeake Bay and tributaries to perform daily marine construction projects such as, bulkheads, piers, stone and timber jetties, boat ramps and mechanical dredging.

MINIMUM QUALIFICATIONS

Education: Possession of a high school diploma or a State high school equivalence certificate.

Experience: Seven years of experience either performing, or supervising workers performing technical natural resources or conservation work.

Notes: 

1. Pertinent volunteer and/or part-time experience is acceptable. Please document the number of hours spent per week in this type of experience on the application form (MS 100).

2. Applicants may substitute vocational or college education in a natural resources discipline for experience at the rate of one year of education for one year of experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the biological science technician field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications; please include clear and specific information on your application regarding the qualifications.

1. Possession of a valid US Coast Guard 100 ton Near Coastal License with a Towing Endorsement .

2. Possession of a valid Maryland Commercial Driver's License (CDL).

3. Current certification in First Aid and CPR.

4. Knowledge of all navigable waters of the Chesapeake Bay and its tributaries.
