Introduction

The Maryland Department of Labor, Licensing and Regulation (DLLR) is accepting applications from qualified candidates for  CONTRACTUAL Intermittent UI Specialist positions to work throughout the State of Maryland in our Claim Centers.

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for six months. You will need to reapply for any future recruitment for this job classification.

LOCATION OF POSITION

These positions will be in the following Claim Center locations:

College Park Claim Center (Prince George's ) -8 positions 

Salisbury Claim Center (Wicomico County) 4- positions

Towson Claim Center (Baltimore County) 6-positions

Cumberland Claim Center (Allegany County) 5- positions

Main Purpose of Job

Adjudicate potentially disqualifying Unemployment Insurance (UI) issues in accordance with established guidelines to provide high quality customer focused services that regulate the distribution of unemployment insurance benefits to support the economic stability of the state.

POSITION DUTIES

Conducting fact-finding interviews with claimants, employers, and other interested parties to gather information.  Investigating, analyzing and evaluating information in order to make determinations regarding contested unemployment insurance claims.  Weighs facts, evaluates the credibility the evidence presents, then makes a written determination that is both legally correct and in a manner that provides sufficient evidentiary summary and legal conclusion in order for both the claimant and employer to understand its content and outcome.  Explain and interpret laws, policies, precendents, rules and regulations UI disqualifications and eligibility. Work is performed in a call center within the Division of Unemployment Insurance (DUI).  Candidate must work with heavy caseload with exacting time lapse requirements and deadlines. The work may be varying lengths of duration dependent upon the workload.  It may range from a few days, a week to full-time.  Intermittent employment is limited to forty (40) hours per week and must not exceed more than eighty (80) hours of employment during a biweekly period. 

MINIMUM QUALIFICATIONS

One year of full-time employment, or its equivalent, rendering and/or determining eligibility for an Unemployment Insurance Program

OR

One year of full-time employment, or its equivalent, in a public/or private agency rendering and/or determining eligibility for a Human Service Program

OR

Possession of a Bachelor’s degree from an accredited college or university

DESIRED OR PREFERRED QUALIFICATIONS

Skilled in: interviewing claimants, employers and other parties of interest to collect and elicit essential information; computer use; word processing and data entry. Ability to: effectively communicate with others; customer service oriented.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
