Main Purpose of Job

Act as Contract Manager in the Central Services Section for the Maryland Department of Agriculture. This position will have direct responsibility for developing and finalizing all service and commodity contracts from solicitation to the awarding of the contract. Acts as Property Officer, Maintenance Sections Consultant, MBE Liaison officer, and assists the Chief Procurement Officer with special projects.

POSITION DUTIES

Contract Manager - Consults with section chiefs, program managers and procurement representatives, advising and coordinating with them on the proper procedures of developing State contracts for commodities, supplies, and services according to established laws, rules and regulations.  Determines correct method of procurements, develops and creates purchase orders against DGS contracts, uses ADPICS portion of FMOI, attends scheduled meetings as required.

Property Officer - Initiates and implements internal control procedures for a Fixed Assets Inventory Control Program.  Coordinates and initiates action to take physical inventory of State property, maintain records, completes and files all required reports with the Department of General Services, makes declarations and completes process for removal/disposal of excess equipment and supplies.

Maintenance Section Consultant - assists with staff assignments and reports, contacts contractual vendors for information about work scheduling, handles electronic key cards, assists with maintenance budget.

Acts as Minority Business Enterprise (MBE) Liaison Officer, assists with special projects in Central Services and provides telephone/console coverage.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

At least six months experience developing and finalizing service or commodity contracts.

LIMITATIONS ON SELECTION

This position is open to current permanent and contractual Maryland Department of Agriculture employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
