Main Purpose of Job

This is a leadership position at the Worcester County Health Department. The main purpose of this position will be to manage the quality assurance program, complex statistical reports and strategic plans to ensure they are written to: improve the public health, enhance partnership, optimize the use of scarce resources and maintain the quality and appropriateness of health services in Worcester County. This position will also work to develop procedures for improved services, coordination and expansion of existing services and development of new services. This person will also operate to meet the mission of the program to ensure there is a culture of quality improvement throughout the agency by: coordinating the monitoring, evaluation and/or improvement of Public Health functions of the Worcester County Health Department.

This is done by coordinating all activities needed to assure accreditation by The Joint Commission (TJC); creating and updating Health Department dashboard data reports, quality indicators, and outcome indicators; acting as liaison between practitioners, and IT technicians for assuring the integrity of both the data and medical record; assisting in strategic planning ; reviewing and interpreting data; developing databases for tracking; managing multiple projects and deadlines; drafting reports, grants, and documents technically appropriate to the purpose of the documents; training staff (and others) in techniques, tools, and data to use; providing the public health perspective to data management; and creating reports that visually aid the reader in interpreting and understanding the data. The technical skills of this person will be used by both internal and external customers, as the Administrative Officer II maintains liaison and cooperative relationships with a variety of public and private agencies.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position will possess:

  • experience with The Joint Commission and/or Public Health Accreditation Board (PHAB) accreditation activities
  • experience with data analytics, particularly in a healthcare setting

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
