Main Purpose of Job

Within the Maryland Department of Health (MDH), the Prevention and Health Promotion Administration's (PHPA) mission is to improve the health of Marylanders by reducing the transmission of infectious diseases; helping impacted persons live longer, healthier, lives; and protecting individuals and communities from environmental health hazards. The PHPA works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring and treatment of infectious diseases and environmental health hazards. The individual in this position will provide epidemiologic and programmatic support for surveillance and special studies of various communicable diseases of interest to the Maryland Emerging Infections Program (EIP), primarily those related to FluSurv-NET, a component of EIP that focuses on influenza and respiratory syncytial virus (RSV). Responsibilities will include conducting active, population-based surveillance for laboratory-confirmed influenza and RSV hospitalizations; developing and implementing influenza and/or RSV-related special studies (e.g. evaluating vaccine effectiveness to prevent hospitalizations); analyzing surveillance data; assisting with MDH influenza and/or RSV response activities; writing scientific and programmatic reports; communicating program information to federal, state and local stakeholders; and other duties as assigned. The individual in this position will routinely travel to hospitals throughout the Baltimore Metropolitan Area and surrounding counties for the purpose of conducting on-site medical record reviews. EIP activities will be conducted in collaboration with the US Centers for Disease Control and Prevention (CDC), up to nine other EIP sites, and other federal, state, local and academic partners. These program activities complement the surveillance and outbreak investigation functions of the PHPA's Infectious Disease Epidemiology and Outbreak Response Bureau (IDEORB), whose purpose is to prevent and/or reduce the incidence, and impact, of communicable diseases in Maryland.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: None

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science  classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required. 

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have (a) knowledge of public health surveillance methods; (b) knowledge of microbiologic and molecular laboratory methods; (c) knowledge of basic medical terminology; (d) excellent skills using data bases and analytic software; and (e) excellent oral and written skills for communicating with internal partners, external partners, and the public.
