LOCATION OF POSITION

MDH, Deer's Head Hospital Center, Salisbury MD (Wicomico County)

Main Purpose of Job

This position functions as the primary coordinator for human resources program administration including acting as the Retirement Coordinator, Health Benefits Coordinator, the SPS/Workday Initiator, and SPP Contract Specialist. This position assists the Human Resources Officer in adhering to MDH and State of Maryland procedures for hire, transfer, noncompetitive promotion, reclassification, voluntary/involuntary demotion, and disciplinary process, and must have a working knowledge of the retirement/pension system, health benefits, and human resources rules and regulations in order to assist State employees and the general public.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three (3) years of general clerical or administrative support experience at least one (1) year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Notes: 1. One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired applicant should have the following:

  • Experience utilizing the Maryland Statewide Personnel System (SPS) Workday to process HR transactions
  • Experience conducting personnel audits and new hire orientation
  • Experience utilizing Microsoft Office Suite (Word and Excel) to create spreadsheets
  • Experience communicating with internal and external customers
