Main Purpose of Job

The Office of Health Care Quality, Developmental Disabilities Unit's Health Facility Survey Nurse I- also referred to as the Surveyor- assists OHCQ and the DD Unit to achieve its mission, by performing licensure and regulatory duties which evaluate programs and services provided by DDA licensees. This position also conducts surveys and investigations in health-care facilities, such as group homes for adults, group homes for children and Intermediate Care Facilities for individuals with intellectual disabilities, including the State's Holly Center and Potomac Center. In particular, this position conducts investigations, initial surveys and re-licensure surveys, as well as monitors visits to determine if DDA licensed programs and funded services comply with policies, regulations, and laws which affect the overall health, safety and well-being of individuals.

Additionally, this position participates in Informal Dispute Resolution (IDR) meetings and/or the Mortality Review Committee, representing OHCQ and, as needed, provides support and/or clarification of survey and investigation findings. This position is required to possess and maintain current knowledge of COMAR, federal and local regulations governing the operations of DDA licensees, as well as maintain the training required to perform essential job functions in the unit.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Nursing or a related field from an accredited college or university.

Experience: None.

Notes: 1. Two years of experience as a Registered Nurse may be substituted for the Education requirement.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classifications or Nursing specialty codes in the inspection of health care facilities and program field of work on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have training and experience as a registered nurse, as well as experience with making decisions regarding compliance with state regulations. He/she should also be able to accurately document deficient practices.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess and maintain a current license as a Registered Nurse from the Maryland State Board of Nursing.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
