Main Purpose of Job

The Nursing Program Consultant/Administrator I is an administrative nursing position providing consultation and guidance in the development, utilization and implementation of the Children's Medical Services Program pursuant to COMAR regulations and the Title V Maternal and Child Health Services Block Grant. This position utilizes clinical expertise and judgment related to children and young adults with special health care needs to assure the overall mission of the Office and processes of Children's Medical Services Program are met.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience:  Five years of experiences as a Registered Nurse including one year of experience in an administrative, supervisory, consultative or teaching capacity.

Notes: 1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.

2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will be experienced in pediatric nursing, both in inpatient and outpatient settings; be experienced in case management and care coordination; have knowledge of various health insurance plans including Maryland Medicaid; and be skilled in working with families of children/young adults with special health care needs. Spanish-speaking applicants are encouraged to apply.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.  A current copy of your license or license verification must accompany your application. 

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
