Main Purpose of Job

This position, serving as the Nursing Director, will ensure services provided in respective areas are at all times in full compliance with all applicable standards and requirements inclusive of Standard Nursing Practice Act; Departments of Health and Mental Hygiene and Budget and Management; COMAR 10.22.10 and 10.07.20; MEMORANDA OF UNDERSTANDING(S); Center for Medicare and Medicaid Services; ICF-ID; Annotated Code's Health Care Article; Center Policies and Procedures; and ancillary provisions/practices/protocols arising from or implementing one or more governing standards.

Potomac Center does not have a full-time budgeted physician, therefor, the Director of Nursing functions as lead, on-grounds health care representative and, as such, plans, organizes and coordinates the Center's overall health program and services in accordance with Center needs and resources and before mentioned governing standards. Appointee accomplishes above directly and indirectly via professional nursing practices at both administrative and clinical levels. Further, Employee shall:

  • Evaluate ongoing health care practices, assess need for changes, improvements, etc., and in conjunction with Center Director implement necessary measures to ensure Center's continued compliance with and satisfaction of relevant medical/health/nursing standards or requirements.
  • Serve as focal point for coordinating and monitoring provision of essential medical services by community-based providers to include physician, dentist, pharmacist, etc.; health care centers or facilities to include acute care hospitals and specialized treatment centers.
  • Develop and in conjunction with Center Director finalize any contractual arrangements necessary to effect before mentioned providers' services.
  • Monitor quality of nursing/medical services and ensure staff are properly licensed and knowledgeable of current sound nursing practices. Per DHMH Subtitle 39 Board of Nursing - Certified Nursing Assistants, CODE OF MARYLAND REGULATIONS 10.39.02 - Nursing Assistant Programs, personally provide and direct the provision of requisite classroom/clinical training to and on behalf of CNA applicants to include but not necessarily limited to instructional program development, assessment and implementation; evaluating applicant preparedness and performance both in classroom and clinical settings.
  • Oversee continuing education for assigned staff and, upon request, actively participate in recruiting medical and allied health care personnel.
  • Assess available resources. Allocate within defined scope of discretionary authority to ensure business efficiency, dollar maximization and harmonious and inter/intra departmental relations.
  • Perform or for certain functions delegate to other nurses a number of administrative tasks including Officer of the Day; Committee Membership/Chairperson; Risk Management/ Health and Safety; Infection Control; Quality Improvement; Pharmacy; Utilization Review; Is a member of the Leadership Team; Attends meetings and similar duties or functions.
  • In the absence of designated Center officials and at other designated times, assume responsibility for Center-wide operations.
  • Actively promote health initiatives for Individuals and employees.
  • Direct and monitor professional and paraprofessional staff to assess and ensure services provided are commensurate with and reflective of Individuals' health or ancillary needs and, as known, preferences.
  • Personally provide skilled nursing and personal care services as required, upon request or when appropriate.
  • Develop and implement policies and procedures in compliance with the National Association of Councils on Developmental Disabilities.
  • Take the lead in working with the Clinical Director and Program Director to integrate medical, therapeutic and individual services in a holistic treatment support plan.
  • Lead the Center's transformation to an Electronic Health Record between 2019-2022.
  • Build and lead a strong team unit within the nursing department, an essential 24/7 department at the Potomac Center.

MINIMUM QUALIFICATIONS

A Bachelor’s degree in Nursing or a health-related field from an accredited college or university and four years of experience as a Registered Nurse in a medical setting, to include two years in a supervisory, consultative, teaching or administrative capacity.   Graduate education in health services administration or nursing is desirable.  A related Master’s degree will substitute for one year of the general RN experience.  Current Maryland RN license required.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates for this position must possess a current license as a Registered Nurse from the Mayrland State Board of Nursing, 4140 Patterson Avenue, Baltimore, MD  21215.  A copy of your license, license verification or license number and expiration date must be attached to your application.
