Main Purpose of Job

This position prevents, detects and eliminates fraud, waste, mismanagement and corruption within the Department of Human Services, Office of the Inspector General.  The incumbent in this position plans, coordinates and supervises the independent appraisal activities at the Local Departments of Social Services (LDSS) through financial, compliance, economy and efficiency, program results audits and advises all levels of management with recommendations.

POSITION DUTIES

This position plans, coordinates and supervises audits of the LDSS’s in accordance with professional standards promulgated by the Institute of Internal Auditors (IIA), government auditing standards and generally accepted auditing standards issued by the American Institute of Certified Public Accountants (AICPA); reviews and approves work prepared by staff to ensure that the audit objectives have been met to ensure that sufficient, competent, relevant and useful evidence has been gathered to document the audit findings and conclusions; drafts accurate, clear, concise and timely audit reports addressing findings and related recommendations for submission to the Secretary; reviews expense reports to ensure accuracy and compliance with Department and State regulations; performs evaluations, provides counseling, takes disciplinary actions in accordance with Department and State regulations; trains staff auditors according to standards issued by the IIA, government auditing standards and generally accepted auditing standards issued by the AICPA; conducts entrance, pre-exit and other periodic conferences with management of the unit being audited to discuss findings, conclusions, recommendations and other related issues; applies training and experience to determine the most appropriate course of action to resolve problems arising during the field work; maintains a good working relationship with employees of the unit being audited; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

 Experience: Five years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

 Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
