Main Purpose of Job
This position is a direct report to the Assistant Inspector General and is a member of the Internal Audit Division Leadership Team. As such, this position is responsible for leadership and involvement in designing, managing, and directing the External Audit and Corrective Action Implementation Division. This position oversees the audit findings reduction process which includes performing corrective action follow-up audits/reviews, consulting with DHS (Department of Human Services) Administrations and the Local Department of Social Services (LDSS), as well as performing various analyses in an effort to understand the cause of audit findings. This position also provides leadership over the coordination of both Federal and State legislative audits and reviews. This includes serving as the liaison between the Department and external auditors, coordinating meetings as well as providing consulting services to ensure the adequacy of the Department's responses to related audit findings. This position also serves as the point of contact to satisfy external requests related to DHS external audits and related corrective actions.
POSITION DUTIES
Setting strategic direction and establishing audit workload plans. Determining the requirements and expectations of audit customers. Effectively using data and information supporting audit activities. Developing and utilizing the audit workforce to its full potential. Updating policy and improving processes to achieve better audit performance Achieving audit performance measures in agreed-upon areas.
MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.
Experience: Five years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.
Notes:
1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.
3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
