Maryland 529 is an independent State Agency responsible for administering three IRC Section 529 programs: (1) the Maryland Senator Edward J Kasemeyer Prepaid College Trust, (2) the Maryland Senator Edward J. Kasemeyer College Investment Plan, and (3) the ABLE program. The Maryland Prepaid College Trust (MPCT) is a "defined benefit" type plan and the Maryland College Investment Plan (MCIP) is a "defined contribution" type plan, both of which are designed to provide ways for families to save for future college expenses and reduce reliance on future student loan debt. The agency also administers the State's 529 a program through the ABLE Act designed for Americans living with disabilities. The agency is seeking to fill a Director of Investment Technology position. This position has the sole responsibility for directing, developing and managing all IT and IT related functions for MD529.

Main Purpose of Job

This position is a hands-on role that will be responsible for establishing, planning and administering the goals, policies, and tasks to meet the IT needs of the agency. Duties will encompass maintaining and enhancing the operations integrity of all business application systems, technical infrastructure, and system and data security to meet the needs of the agency.

This will position serve as the sole IT professional in the Agency and will report to the Executive Director. This hands-on position will provide experience and expertise in the design, programming, deployment, maintenance and management of mission critical systems and network infrastructure. Responsibilities may include testing, implementation oversight and maintenance of applications and programs using generally accepted computer programming languages or other developmental tools, developing and managing databases, and designing custom reports. Responsibilities may include:

  • Developing and managing custom applications meeting agency mission specific needs;
  • Understanding commercial off the self (COTS) applications and custom applications developed by third parties to develop custom reports or applications to access the data for end-users;
  • Developing/maintaining linkages between numerous databases housed in the agency's data center;
  • Working closely with agency leadership and EMS Operating Program leaders to understand data needs;
  • Applying project management best practices to application/system development and implementation projects;
  • Determining the operational and financial feasibility of developing systems and business processes;
  • Interfacing with other state agencies such as the IT division (DoIT) on projects and interagency agreements;
  • Reviewing all IT related functions to ensure efficiency and effectiveness with the current setup and recommending changes as needed;
  • Writing and maintaining policies and procedures for IT functions;
  • General helpdesk support.

Strong and diverse technical skills and proven ability are required of the person filling this position.

This position may be responsible to lead ad hoc teams on specific projects and for directing the work of contractors and consultants.

POSITION DUTIES

Manage and report on IT projects and bring those projects to successful completion within budget, scope, and time line; 

Manage and provide all IT support of MD529 including Help Desk, network infrastructure, VM server stack, custom development of applications and reports, IT security, Desktops, email, DR and BR operations, office applications;

Analyze the IT needs of each program in MD529 and assist in establishing priorities for applications, data processing needs, and implementations for MD529’s current/new information processing systems;

Develop, implement, and maintain a 5-year technology master plan for MD529’s technology services, strategic initiatives, and program initiatives; 

Implement technology solutions and business process transformations to keep the agency data processing services efficient and effective;

Assist the Procurement Officer in writing and developing Requests for Proposals and contracts with outside data processing firms for services and products;

Implement, maintain, and monitor network, email, and application security;

Implement data backup and disaster recover procedures for MD529 to protect proprietary data and systems;

Review, monitor and verify IT expenses, renew IT product and service contracts, develop strategic plans, and provide support to all areas of IT; and,

Participate in state IT activities and ensure agency meets all state IT policies.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology related field.

Experience:  5 years of Information Technology experience.

DESIRED OR PREFERRED QUALIFICATIONS

  •  2 years of Management  responsibilities  for a technical application and infrastructure team comprised of technical staff with responsibilities for network infrastructure, business applications, cloud services, server operations, help desk, data security, budgets, and project planning.
  • The ability to effectively communicate complex technical topics with all levels of associates including management.
  • Knowledge of, or experience with state government operations, State of Maryland IT procurement processes, web services, custom development, Amazon Web Services, Oracle.

SPECIAL REQUIREMENTS
