Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from qualified candidates for IT Programmer Analyst II. This position performs functional requirements analysis, system design, application programming, quality assurance, application deployment, and application maintenance for the Department of Labor, Licensing and Regulation Central Systems Unit as well as the Office of Unemployment Insurance.

Main Purpose of Job

Purpose of this position is to design, develop, test, implement and maintain applications systems, programs and web based application using Visual Studio.NET, C# or other generally accepted computer programming language to develop console, Graphical user interface, or web applications. This position writes programs in languages that communicate across many operating systems and communicate with a variety of data storage areas such as SQL, DB2, Oracle, etc. through the use of calls or scripts, stored procedures and jobs. Working knowledge of Neon Shadow, MABS, MOVEit Central, MOVEit DMZ, PDF Generation and IBM CICS Universal Client. This includes working with other DLLR personnel on the development and training of application software.

POSITION DUTIES

Duties of this position include, but are not limited to:

Application/Project Development

  • Determine the "best fit" technology when implementing a software based solution
  • Complete and document all projects within agreed upon standards and time frames using the available tools
  • Provide accurate input into project research, impact analysis, time estimates and project plans using available tools
  • Demonstrate through knowledge of assigned application(s) from both UI and technical perspectives

Technical Support

  • Listen and analyze reported problems and/or concerns regarding computer applications, software and hardware
  • Relay reported problems to Supervisor, System Development Unit
  • Provide recommendation for solutions to issues in existing or new projects

Maintain Existing Systems

  • Download necessary application files for new or updating existing software through the use of FTP sites
  • Request through the Supervisor, System Development Unit that files need to be updated or moved to FTP sites

Customer Relation/Services

  • Develop, maintain and enhance user and management confidence, credibility and respect through continued quality of performance, service and responsiveness.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: One year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

 1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

 2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

 3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

 4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

6 months of professional experience developing, testing, implementing and maintaining web software applications on IIS 7+ systems using Visual Studio 2012 or later, SQL 2012 or later, and .NET Framework 4.x+ with ASP.NET, VB.Net or C#, jQuery, and Java Script

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

  • Experience with MS SQL Server 2012 or later including development of stored procedures, triggered and SSIS packages.
  • Experience with team Foundation Server or other source code management tools.
  • Experience developing and delivering software under Agile methodologies.

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
