Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of IT Programmer Analyst, Advanced within its Division of Administration and Technology's Office of Information and Technology Management.

Main Purpose of Job

This position is responsible for performing advanced complex and sensitive assignments related to the initiation and execution of major IT projects/applications. This includes designing, developing, testing, implementing, documenting, maintaining and controlling database management systems using Microsoft SQL, Microsoft Access, and MySQL. 

POSITION DUTIES

Duties include performing complex sensitive assignments related to the initiation and execution of major IT projects/applications and administering the departmental Customer Relationship Management System –Salesforce, Financial Management System, Portfol; aligning projects with strategic departmental direction, State e-government initiatives, IT project fiscal planning and fiscal reporting; IT project start-up and support, and the establishment and implementation of IT industry standards for the management and execution of projects.  Incumbent will train or oversee the training of users in new and revised applications; ensure that IT projects adhere to the full software development life cycle including design and requirements phase, programming, testing, installation, implementation and documentation of computer applications; develop and maintain Web (Internet and Intranet) sites. The position is responsible for providing support for software applications, information systems, Web applications, databases, and programs using third-generation and other generally accepted computer programming languages and development tools.  The selected candidate will  possess excellent written, interpersonal, oral communications skills; ability to handle multiple, concurrent and high priority tasks.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

 Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

 Notes:

 1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

 2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

 3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credits from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

 4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will possess the following:

  • Skill in database reporting.
  • Skill in basic website development.
  • Experience using Microsoft SQL and SQL Reporting Services.
  • Experience as a project leader on large, complex Microsoft SQL applications. 
  • Experience with the following:  Salesforce administration, SpringCM administration and development, Portfol/PortQ, USL Financials, Jitterbit, and Agile Project Management.
  • Proficient with Microsoft Office Suite including Word, Access, Excel, PowerPoint, Google Mail and/or other relevant software.
