Main Purpose of Job

This position is responsible for the operation and planning for IT systems operations for the Vital Statistics Administration (VSA) and includes coordination with MDH Office of IT (OIT) staff. The VSA IT systems include two mission critical web-based application systems which support the electronic submission and issuance of vital records by users across the state. These systems run 24/7 and support thousands of users at hospitals, funeral facilities, local health departments, medical examiners, and the staff of the Division of Vital Records. In addition, this position supports the IT systems used by the Division of Health Statistics to prepare statistical files, distributes vital event data to the National Center for Health Statistics and other states, analyzes the data, and prepares numerous ad hoc and annual reports. This position is responsible for defining the requirements, implementing, and maintaining the database server systems used by VSA and the mission critical applications. This position is responsible for configuring and managing the MS SQL Server and Postgres SQL database servers that are used by the development, testing, training, and production instances of the electronic vital records registration systems. The position is responsible for establishing the security configuration of these database systems, and for reviewing and monitoring system error and audit logs. The position requires knowledge of database tuning techniques along with the ability to develop SQL scripts to query and update the database as required.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems. A copy of your transcripts must accompany your application. Transcripts may be unofficial.

Experience: One year of experience designing, developing, implementing, maintaining and controlling database management systems for computers.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal applicant should have experience in developing, configuring and administering large database systems (preferably MS SQL Server and Postgres SQL). They should have training and experience in maintaining IT security at the database, operating system, and network level. Experience with NetApp, VMWare, and Amazon Web Services is also preferred.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.
