Main Purpose of Job

The IT Technical Support Specialist will fill a critical gap that is needed in the Agency that will support the technical infrastructure and provide the focused support that is required for the Agency and the 24 local boards of elections.

POSITION DUTIES

Administrative

  • Develop, document, and maintain standard operating procedures (SOP) and user processes to include job aids and Visio diagrams;
  • Develop required reports in response to requests from management;
  • Assist with the management of vendors and contractors to secure and maintain software and hardware products and services;
  • Work with other technical stakeholders and the coordination of the implementation of systems and servers;
  • Advise management in matters related to the fitness of the existing information technology infrastructural and recommend solutions or alternatives to issues that exist or new projects that should be undertaken;
  • Assist with the planning and performing of short and long term analysis for determining the feasibility for modifying or replacing existing system software and hardware;
  • As part of the management and operations of the agency's systems and applications, establish and manage user accounts.

Computer Application and System Software and Hardware Support

  • Install, configure, test, and maintain server and workstation hardware and Windows operating systems or data communications software;
  • Deploy and manage workstations, servers (physical and virtual), printer, scanners, firewalls, encryption systems, and appliance security systems;
  • Understand and be able to work with Symantec Endpoint Protection products;
  • Assist with the process of walking stakeholders through the implementation/installation of software in their work environments;
  • Assist with and participate in the testing of the agency's application systems to include the voting system, voter services, Agency Election Management System, and other systems;

Management

  • Maintain file systems integrity;
  • Perform and test routine system backups and restores;
  • Recommend, schedule, and perform software and hardware upgrades, patches, and reconfigurations;
  • Continuously ensure systems integrity by, in a timely manner, identifying and resolving problems in addition to capacity and performance management;
  • Maintain an inventory database (e.g. spreadsheet) of software and hardware that includes procurements, warranties, support expirations and renewals, and repairs;

Helpdesk and Troubleshooting Support

  • Provide helpdesk and troubleshooting support, by phone, remote connection, or in person, for the variety of system software packages to include Windows, Microsoft Office, Internet Explorer and Google Chrome, and Google Apps;
  • Provide helpdesk and troubleshooting support , by phone, remote connection, or in person for the agency's software systems and networks to include the voting system software and networks, Agency Election Management System (AEMS) legacy and new systems, and Voter Services;
  • Provide helpdesk and troubleshooting support for other related issues to include problems with switches, routers, and other miscellaneous electronic equipment;
  • Anticipate, mitigate, identify, troubleshoot, and correct hardware and software issues on servers and workstations. Escalate issues as needed;
  • Identify and resolve permission issues;
  • Resolve issues with backups;
  • Provide backup technical support for the agency's websites and online library;
  • Respond to stakeholder inquiries concerning systems software and hardware operations in order to resolve problems;

Miscellaneous

  • Maintain professional and technical knowledge using informal and formal modes to include training sessions, workshops, reviewing professional publications, and research on the Internet;
  • Perform other related tasks as assigned. 

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology.

Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  1. Experience with virtual systems technologies to include VMware and/or Microsoft Hyper-V design, configuration, administration and troubleshooting experience in clusters larger than 6 nodes;
  2. Experience with implementation and management of Microsoft System Center Configuration Manager (SCCM);
  3. Cisco Certified Entry Networking Technician (CCENT);
  4. Current certification such as Network+, Server+, Microsoft Certified Solutions Associate (MCSA) Windows Server 2012, MCSE, MCIPT, or other related field;
  5. OS Expertise: Windows Server 2012, Windows 7, and Windows 10;
  6. Working knowledge of WAN, LAN, and network topologies and the ability to troubleshoot network issues.
