Main Purpose of Job

The Maryland Emergency Management Agency (MEMA) is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MEMA works to ensure that all Marylanders are prepared, and to make Maryland more resilient. Emergency preparedness planning is a critical part of MEMA's mission and the successful execution of the Agency's Center for Preparedness Excellence.

This position reports to the Assistant Director of Operations.

This position operates within an on-call, rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.

This position is responsible for:

  • Providing support for the administration and maintenance of WebEOC, including board building, database administration and management, testing and deployment of software version upgrades, failover support, and system integration;
  • Providing assistance with geographic information systems (GIS), including management of spatial databases, development of map-enabled computer applications, geographic systems integration, OSPREY application support and administration, GIS training, GIS layer development and maintenance, or other GIS-related functions and;
  • Providing surge staff to MEMA, the State Emergency Operations Center (SEOC), and/or Opioid Operational Command Center (OOCC) in both steady-state and emergency situations.

This position supports State and local efforts related to emergency preparedness.  The position also supports Agency programs, projects, and activities related to the overall Agency mission, and may be tasked to support other related Agency programs, projects, and activities, as assigned by the Assistant Director of Operations, Deputy Executive Director, and/or the Agency Executive Director. 

In order to fulfill these responsibilities, this position requires strong communication and collaboration skills, as well as technical skills. 

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Providing management of database systems
  • Providing assistance with geographic information systems (GIS)
  • Provide support for the administration of WebEOC
  • Provide surge staff to MEMA, the State Emergency Operations Centers, and/or Opioid Operational Command Center
  • Support the Agency's statewide activities
  • Support the Agency's activities in the National Capital Region
  • Support Maryland's strategic goals and objectives for homeland security
  • Support and participate in Operations Directorate and overall Agency initiatives and programs

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology.

Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.

 2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.

 3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

Preferred Technical Skills

  • 3 years of experience working with and managing Microsoft SQL Server Databases
  • 1 year of experience using JavaScript and JavaScript Libraries for web development
  • 1 year of experience using HTML5 and CSS for web design

Preferred Qualifications

  • Experience with WebEOC (including XSLT and XPATH) or other Incident Management Systems
  • Certifications such as Microsoft Certified Solutions Associates (MCSA) for Microsoft SQL Server E
  • Experience with Windows Server 2008 or greater
  • Experience with Carbonite Double Take Experience with Python
  • Experience using Esri ArcGIS Desktop, ArcGIS Server, and ArcGIS Online

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
