Introduction

Established in 1898, the Maryland Public Health Laboratory System has a long tradition of protecting citizens in the region of infectious, communicable, chronic and inherited diseases, environmental hazards and act of biological or chemical terrorism by adapting and utilizing advanced testing methodologies in many scientific disciplines to detect and characterize emerging and reemerging public health threats. The test results generated by the laboratory provide technically sound, objective and unaffiliated information to medical providers, public health officials, regulatory entities and others to guide the implementation of appropriate treatment, prevention and control measures to protect health and safety.  The Central Public Health Laboratory occupies a new five story state-of- the art facility in a bio-technology park directly adjacent to the Johns Hopkins Medical Campus in East Baltimore. The location is easily accessible by mass transit and is just minutes away from downtown Baltimore and the inner harbor waterfront community.

Main Purpose of Job

This position functions as the Chief of Information Management Services of the Laboratories Administration within the Maryland Department of Health (MDH).  The position responsible for directing and coordinating all aspects of information technology activity for the Administration.  This includes the managing and maintaining the administration’s critical network infrastructure, i.e. building security/automation systems (BAS), Network VoIP systems and maintaining the Laboratory Information Management System (LIMS).  This position is responsible for managing the development and implementation of the LIMS including the responsibility for a needs analysis and gap analysis and testing LIMS upgrades.

  • Manages IT strategy, infrastructure development, and support within the administration
  • Develops and implements plans and policies for service delivery in support of the organizational operations
  • Represents administration’s leadership in agency/departmental and interdivisional meetings related to IT policies and operations
  • Has day to day responsibility for a variety of technologies and applications with a focused customer base, or a focused set of technologies with a wide and diverse customer base
  • Recognized as an expert in group’s realm of responsibility

MINIMUM QUALIFICATIONS

The Chief, Office of information Management Services must possess a Bachelor’s Degree, in the field of Information Systems, Computer Science or Scientific discipline, from an accredited college or university, and have at least 6 years of progressively responsible related IT experience and 4 years of management experience.  All foreign degrees must be evaluated for US equivalency by an accredited educational evaluation service

DESIRED OR PREFERRED QUALIFICATIONS

Previous experience working in a regulated Laboratory environment and/or managing a Laboratory Information Management System (LIMS) is highly desirable. 

Public Health or academic science background is a plus. 

The preferred candidate for this position will have:

  • Experience programming LIMS (StarLims v. 11)
  • Experience using Microsoft SQL and SQL Reporting Services
  • Experience with HL-7, C++, and Rhapsody

Successful candidates should possess excellent organization, interpersonal, verbal and written communication skills.
