Main Purpose of Job

This position provides problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for the Department of Human Services, Office of the Inspector General (OIG) and Statewide systems housed on mainframe computers or large client server platforms. The incumbent in this position assists in the efficient implementation and administration of office responsibilities; provides support to Lead, Supervisor and the Director by ensuring efficient daily procedures and practices; and assists the OIG's mission to protect the integrity of the DHS to detect, deter and reduce financial loss to the State.

POSITION DUTIES

Plans, designs and customizes applications to manage databases, document generation, statistical analysis, report production, graphics, and desktop publishing;

Assists with the execution of software programs to conduct computer matches from National, Federal and State sources of databases;

Coordinates importing of external data from a variety of application software programs residing on mainframe, mini and microcomputers;

Completes statistical and analytical reports for distribution to authorities involved in prosecutions and administrative actions related to eligibility and other financial transactions; assists in the tracking and creation of a reporting system for the Investigations Division;

Assists in analysis of financial data; maintains and updates national and statewide databases for fraud entries; performs data integrity to ensure database accuracy and compliance with State and Federal regulations;

Analyzes data to determine whether disbursements were related to suspected fraud, including, but not limited to: programs administered by the Family Investment Administration, Child Support Administration, Social Services Administration, Maryland State Department of Education, and the Maryland Department of Health;

Analyzes data related to allegations of misconduct to assure any misuse of State funds and other resources is resolved; and works closely with fiscal, system, and other pertinent staff to obtain documentation of suspected financial loss.

Assists in the development logical and physical database designs and ensures appropriate modifications to design models;

Maintains security and integrity of data by specifying access policies, standards, methods and parameters, development standards for application programs, establishes recovery plans to minimize data loss, and performs back up routines for the database management system software and stored data;

Monitors database performance, storage methods, and management system software to fine tune the database for optimum response time; monitors capacity and allocate space according to overall needs of the OIG system users, available data storage and database management system requirements; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Human Resources Management, Public Administration, Information Technology or other related field with specific coursework in the structure and use of automated information systems.  

Experience: None  

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two years of experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted for the required education.

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

1. One year of experience training users on the functionality of applications for mainframe or large client server platforms, coordinating system development and implementation.

2.One year of experience designing databases and queries.

3.One year of experience analyzing or tracking of financial data.

4.One year of experience creating and maintaining websites.

EXAMINATION PROCESS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
