POSITION DUTIES

The IT Functional Analyst II performs a quality assurance software test role for the Department of Budget and Management’s Central Collection Unit.  The software tester is responsible for developing functional test cases based on documented requirements, executing documented test cases, logging results and reporting defects in QA Complete and providing regular and on-demand status updates on progress of tasks.  These testing activities include determining if the system operates as intended, responds correctly to all types of inputs, performs its functions within an acceptable time period and achieves the expected results its stakeholders desire.  The new debt collection system being tested is a Java application with a thin client and a SQL Server database.  Peripheral systems include web portals, Interactive Voice Response (IVR), payment processing, dialer and document management.  The selected candidate will have demonstrated attention to details, good verbal and written skills, experience communicating with technical staff and the ability to work in situations where priorities change. 

This is a contractual position that serves at the pleasure of the Appointing Authority

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate would possess knowledge of the following:

CCU Debt Management Processes

QAComplete and or TestComplete IVR 

Telephony Systems

SQL and Database

Possess a Bachelor's degree in Information Technology or other related field with specific coursework in the structure and use of automated information systems.

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

BENEFITS

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year. 

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
