Main Purpose of Job

This position participates in the planning, building, operating and maintenance of the Department of Human Services, Citizens Review Board for Children (CRBC) information technology functions to support the case review process and other program monitoring functions of the State board, local review boards and/or local citizen review panels under the guidance of the Administrator in consultation with the Assistant Administrator and other staff.

POSITION DUTIES

Assists with programming, designing, developing and testing of application systems management of CRBC specialized filePro database and SPSS utilized for mandated reports including problem analysis and correction, support and training regarding database management.

Assigns cases to local boards for review in accordance with established guidelines and workloads. Obtains and maintains timely and accurate information regarding children in out of home placement to schedule case reviews according to established requirements and guidelines in accordance with policies and regulations.

Receives updates and files to update CRBC electronic database.

Monitors, tracks and resolves errors; develops the plans for building and enhancing agency's information technology systems.

Serves as liaison to the Local Department of Social Services, Social Services Administration and Office of Technology Human Service to assure accurate information and acquisition of data regarding child welfare programs for mandated reports.

Provides assistance in the development, creative design of mandated reports and monitoring, tracking of review data, data collection tools, data entry/retrieval and database maintenance.

Assists in the design of agency web applications in accordance with policies to provide communication with agency partners and the public; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

 2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate with have:

1.One year work experience utilizing computers, lap top, network hardware, operating systems, database, and application for generator including filePro and office productivity software.

2.One year work experience training users on the functionality of applications for mainframe or large client server platforms, coordinating system development and implementation.

3.One year work experience in  human service program.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
