Main Purpose of Job

To assist with the development and maintenance of the SDAT System S.E.A.N., which will be the application system for Homeowner’s and Renter’s Tax Credit and Homestead Tax Credit systems in Maryland. This will involve working closely with the Assistant IT Director, outside vendors and SDAT Staff to convert the existing system from the Annapolis Data Center mainframe into a web-based, cloud-based, multi-functional platform. Applicant will be responsible for maintaining, creating and working with SQL Stored Procedures and different types of extracts and packages, creating, maintaining and enhancing SQL server agent jobs, and using SQL SSIS package to create various extracts as needed for the department.

POSITION DUTIES

  • Assisting with the development and maintenance of project S.E.A.N.
  • Working with stored procedures, SSIS package and SQL Server agent scheduled jobs.
  • Managing the development or revision of system specifications using input from program managers and existing knowledge of business functions of the Homeowners, Renter’s, and Homestead Tax Credits systems.
  • Resolves data processing issues with other data processing personnel, system users, and other state agencies.
  • Perform other duties as required.  

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

 Experience: One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

 Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

 2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with DevOps

Ability to streamline, simplify, and automate the delivery pipeline using practices like lean value stream analysis

Ability to compare environment configurations and the control of automation scripts for improved management and to reduce the impact of change

Experience automating application testing using APIs and incorporate this testing in continuous integration processes

Experience in decoupled applications and architectures using APIs

Experience with Scrum and Agile software development practices and their integration with DevOps practices to achieve a continuous delivery cycle

Experience building automation servers in an AWS environment

Experience working with development teams to develop micro-services and containerization strategies
