Introduction

This is a Position Specific-Recruitment for Cecil County Department of Social Services. Cecil County Department of Social Services is located approximately 55 miles north of Baltimore off of Interstate 95; the last exit before the MD/DE line.

Main Purpose of Job

The main purpose of this position is to function as fiscal technician, reconcile agency accounting systems to fiscal control systems and develop automated spreadsheets, ledgers and reports. Identify budget trends and recommend budget realignments.

POSITION DUTIES

AFS (Automated Fiscal System):

Inputs vendor invoices into AFS for payment. Approves payments using the CHESSIE (Children's Electronic Social Services Information Exchange) Program, verifies all payments downloaded and makes sure payment amounts are correct. Produces and reviews checks, vouchers, batch transaction listings, vendor payment listings and transaction logs from AFS. Inputs all bank deposits and journal entries into system.

At all times, the incumbent will provide customer service to both internal and external customers that meets or exceeds the standards set by the department.

FMIS (Financial Management Information System):

Verifies vendors are in the system and coding on invoices is accurate. Verifies travel advance vouchers. Inputs vendor invoices into FMIS for payment as direct vouchers, purchase orders and interagency payments. Prepares, verifies and tracks all year end accruals.

Various Payments:

Prepares all Human Services Development Corp. payments, all Donaldson Brown payments, all CHAP (Cecil Heating Assistance Program) payments and logs all deposits in journal. Prepares all Adult Trust Account Payments and Emergency Assistance checks. Prepares month end reports.

Miscellaneous:

Verifies accuracy of all deposits in AFS and FMIS. Conducts EBT(Electronic Benefits Transfer) Card audits. Prepares month end reports.

Emergency Preparedness:

Participates when called upon to support Emergency Support Function # 6 operations as outlined in the State of Maryland Emergency Operations Plan.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess:

1. One year experience using FMIS (Financial Management Information System), MD CHESSIE (Children's Electronic Social Services Information Exchange), CARES (Client Automated Resource Eligibility System), AFS (Automated Fiscal System), or other commercial computerized accounting systems.

2. One year experience with banking functions; such as, accounts payable and/or accounts receivable, etc.

3. One year experience using Microsoft Office Suite - Excel, Word, etc., to prepare spreadsheets and reports.

4. One year experience communicating with internal and external customers.
