Main Purpose of Job
The main purpose of this position is to provide oversight for the Prepaid Accounts Benefits Division and ensure fiscal transactions related to Account holders are accounted for accurately and timely. This position supervises four positions within the Prepaid Accounts Benefits. The incumbent is expected to have an understanding of the agency's record keeping system. This position is responsible for recordation or revenues related to account holder contributions, enrollment fees, management fees, and investment fees.
This position is responsible for ensuring benefit payments are processed accurately and timely. This position is responsible for reconciling the depository, disbursement account, lockbox accounts and investment activity.
This position serves as a back for Accountant Advanced - Accounts Payable, ensuring invoices are processed timely, and transactions are captured in the financial accounting system in a timely manner.
This position assists the Director of Finance with QuickBooks entries, financial statements, journal entries and by providing information related to prepaid account revenues and expenditures as needed for reporting purposes.
POSITION DUTIES
Review daily recordation of revenues and fees entered into the system by staff and ensure the revenues entered in the system matches the deposits in the bank account. Ensures transactions are posted to the correct account holder, review benefit payment requests and checks processed and ensure accuracy, provide guidance to staff on account holder issues, research and resolve any account holder issues.
Daily and Monthly reconciliations of Bank Accounts to General Ledger accounts and subsidiary accounts, research and reconcile any deposit returns and other discrepancies.
Supervise a staff of 4, provide guidance, train, approve leave requests and complete Performance Evaluations.
Prepare monthly adjusting Journal Entries in Quickbooks to capture bank fees, outstanding checks and other adjustments. Prepare monthly Journal Entries of payroll expenses for uploading in QuickBooks.
Provide backup support to Accountant Advanced-Accounts Payable to process vendor invoices and interagency invoices within the timelines established by the State. Review and ensure proper accounting codes are used.
Provide assistance with general accounting responsibilities such as Benefits revenue and payouts for fiscal year close-outs.
Provide assistance with projection of year to date revenues and disbursement for annual Budget process.
Provide necessary documentation as requested by external auditors and/or OLA Auditors.
Perform other duties as assigned by the Director of Finance and/or Executive Director.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor's degree in Accounting or Finance from an accredited college or university.
Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Three years of the required experience must have involved the supervision of Accountants, Fiscal and Support Staff.

Master's degree in Accounting.
Certified Public Accountant (CPA) license.
