Main Purpose of Job
The main purpose of the Assistant Director of Finance position for the Baltimore City Department of Social Services (BCDSS) is to direct and coordinate all fiscal related operations of the local department. The incumbent provides leadership management and guidance to approximately 65 finance staff concerning the fiscal activity for the following units: Accounts Payable, Banking, Foster Care Payments, Client Automated Resource and Eligibility System (CARES) Payments, Collections, Budget and Procurement, Payroll, and Federal Funding. These units consist of Accountants, Agency Budget Specialists, Financial Compliance Auditors, Fiscal Accounts staff, managers and supervisors. This position is a member of the Director's Executive Leadership Team and is responsible for managing and reporting the status of all BCDSS fiscal related activity which accounts for approximately 70% of the State's total fiscal activities supporting the Department of Human Services (DHS) programs.
Applies principles and practices of governmental accounting as they relate to the local department of Social Services. Incumbent is required to maintain the highest level of understanding of the local departments internal systems and their relationships to local department's ability to serve its customers as well as to meet Federal and State reporting requirements. Develops, implements and manages new and revised fiscal policies and procedures as required to accommodate Legislative, State and Federal policies changes. Develops system modification through recommendations to the Office of Technology for the DHS and devises new ad-hoc accounting reports and recommends new or revised system applications to meet needs or to improve BCDSS existing processes. Develops, implements and ensures maintenance of effective controls for programs such as: Foster Care Trust Accounts and Flex Funds. Reviews and approves/disapproves all budgetary fiscal and procurement transactions of BCDSS and submits to Director for review and approval. Develops, implements and maintains effective internal controls to insure the accuracy and reliability of fiscal records to protect fiscal resources from fraud and waste. Prepares, analyzes and interprets financial statistical and narrative reports of fiscal services activities and projects. Reviews legislative audit reports by outside auditors and develops audit responses, and implements corrective action plans. The incumbent is a primary contact for the local department in its relationship with the DHS, Office of Budget and Finance and is responsible for directing the management of the BCDSS process and supervises professional fiscal staff members.
Education: Possession of a bachelor's degree in Accounting or Finance from an accredited college or university.
Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Three years of the required experience must have involved the supervision of Accountants, Fiscal and Support Staff.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess the following:
Master's degree in Accounting.
Certified Public Accountant (CPA) license.
