This is a Position Specific-Recruitment for Queen Anne's County Department of Social Services. Queen Anne's County Department of Social Services is located in Southern Maryland, 60 miles east of and across the Bay Bridge from the Baltimore-Washington area.

Main Purpose of Job

This position serves as the Finance Officer for this agency. This is an advanced level of work examining, analyzing, and interpreting accounting systems records and reports by applying generally accounted accounting principles. This position is responsible for all accounting operations, including interpreting, implementing, and auditing of fiscal policies, procedures, and practices as well as providing management support to the Assistant Director for Administration and Director.

POSITION DUTIES

Manages financial operations to ensure accountability by applying generally accepted accounting principles and generally accepted auditing standards to all transactions.

Prepares accurate financial reports to ensure accountability of funds by gathering and compiling computer generated and manual data using the Dept. of Human Services guidelines.

Performs year end closing functions to ensure accountability of funds by following the DHS guidelines.

Monitors monthly financial transactions to verify compliance with budget allocations by performing analysis of data.

Performs internal audits of financial transactions for compliance with BAAS/GAAP to include reviewing supporting documentation in accordance with Federal, State, and Local rules and regulations.

Provides direct supervision to the subordinates to ensure satisfactory performance of job duties by providing training, guidance and direction.

Maintains a working knowledge of the agency programs to provide fiscal information to administrative staff through monthly financial reports, direct communication and participation at meetings.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications. 

The ideal candidate will possess:

1. One year experience using Maryland Financial Management Information System (FMIS).

2. One year experience using Microsoft Office Word and/or Excel.

3. One year experience handling internal and external customers.

4. One year supervisory experience.
