Main Purpose of Job

An Accountant II is the full performance level of work examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. The main purpose of this position is to: a) develop a MADAP Rebate Program internal tracking and monitoring system to ensure all 340B Rebates and Sub-Rebates are paid   accurately and timely; b) verify past rebates due for 2015, 2016, and 2017 that were paid and are accurate; c) check invoices for unpaid sub-rebates for 2015, 2016, and 2017 as warranted and bring sub-rebate invoicing current for 2018 and write recommended polices and procedures to augment current P&P. Job duties will be accomplished by working closely with the MADAP Chief, MADAP Deputy Chiefs, MADAP assigned Rebate Program staff and IT support staff, and other Maryland Department of Health (MDH) officials and staff. The contractor's efforts are to improve the overall financial and operational effectiveness, adhere to 340B Federal, State and drug manufacturer sub-rebate terms and conditions to ensure integrity of rebate receivables. This position is not eligible for employment visa sponsorship.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.   A copy of your transcript must be attached to the application. 

Experience:  Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

NOTES:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

 2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
