Main Purpose of Job

This position assists the Director and Deputy Director of Operations and Fiscal Services in performing accounting work in conformity with Generally Accepted Accounting Principles. R*Starts/ADPICs procedures, and compliance with applicable regulations by examining, analyzing and interpreting accounting systems and records.

POSITION DUTIES

This position assists the Director and Deputy Director of Operations and Fiscal Services in performing accounting work in conformity with Generally Accepted Accounting Principles. R*Stars/ADPICS procedures, and compliance with applicable regulations by examining, analyzing and interpreting accounting systems, and records.  

It is responsible for lead duties in the areas of cost accounting, system accounting and federal fund accounting.

The position is responsible for certain aspects of general accounting; payroll, petty cash and working fund, credit cards, accounts payable, accounts receivable, financial data projections and analysis, developing ongoing financial data for the preparation of the department’s annual budget.

Additional duties include reconciliation of federal, state, and special grants and contracts. Prepare financial reports (i.e. SF-425, FNS-153, etc.). Participates in the audit process of agency fiscal operations by providing auditors with explanations of accounting procedures, providing documentation of fiscal transactions and assisting in the formulation and implementation of corrective action plans precipitated by audit exceptions. Performs other related duties.

Assists with preparing year-end accounts payable, accrued expenditures, encumbrances and researching discrepancies.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

One year experience in the following areas:

- Peforming accounting and compliance duties for Federal and State Grants.

- Working in the Maryland State FMIS system.

- Working with R*Stars and ADPIC procedures.

- Experience in the use of Microsoft Word and Excel

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
