Main Purpose of Job

This position is responsible for the professional management of all fiscal and accounting operations of the agency’s assistance, administration, trust funds, lay funds, food stamps, flexible spending funds, federal grants, and the Program 10 temporary cash assistance savings funds (TANF) program.  This position manages the monetary assets and all funds received and disbursed by this agency.  This position sets accounting and financial policy for the agency as well as implementing controls.  It continually monitors operations to ensure a sound and compliant fiscal system.

POSITION DUTIES

This position plans, directs and reviews the daily work of four fiscal staff positions. Specific duties include providing assistance and guidance to staff personnel responsible for the execution of daily operational tasks in procurement and financial duties; ensuring that all invoices received by the state are paid within 30 days; creating supplemental tracking spreadsheets to gather data for reporting and budget analysis; overseeing annual fiscal year and closeout in accordance with the generally accepted accounting principles (GAAP); ensuring the timely submission of monthly, quarterly and annual fiscal reports; and preparing plans for spending adjustments and budget monitoring to ensure compliance with funding allocations. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of accounting experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

1. Two years of supervisory experience.

2. Two years experience working in the Maryland State FMIS/AFS/MDCHESSIE systems.

3. Two years experience with month-end and year-end closing procedures.

4. Two years experience with interpreting and implementing fiscal policy and regulations and establishing internal control procedures.
