In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch. Striving to provide the highest level of customer service to its internal and external customers, the Department of Information Technology supports Maryland’s agencies and commissions through its leadership as a principal procurement unit.

Main Purpose of Job

This position will be performing procurement duties in the IT Procurement Office. It will be responsible for reviewing the scope and format of the Department of Information Technology (DoIT) IT solicitations, purchase orders, and task orders for compliance with IT policies and procedures; preparing Board of Public Works (BPW) agenda items to formally request BPW approval as required for certain procurements; assisting in managing the task order and/or purchase order process for use of Statewide IT and Telecommuncations contracts; providing guidance, direction, and instruction to other State agencies in developing task orders or purchase orders; assisting in the development of solicitations for Department IT and telecommunication commodities and services in support of Statewide requirements; evaluating proposals received in response to solicitations, purchase orders, and task orders and assisting in preparing award selection recommendations.

It will also be responsible for assembling statistical and narrative data, and preparing reports for use in evaluating State procurement activity. This position may serve in a Procurement Specialist role, including assisting other Procurement Analysts, in carrying out procurement activities for the ITPO.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two years of professional public sector procurement, or private sector contracting experience, which included activities such as advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, coordinating evaluation committees, conducting vendor debriefings, and monitoring contract performance.

Notes: 

1. Additional experience as defined above may be substituted on a year for year basis for the required education.

2. A Doctorate of Jurisprudence (JD) or a Master’s degree in Business Administration may substitute for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in logistics specialist classifications or administrative support specialty codes in the financial management field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The Preferred Candidate will have experience:

Using ADPICS, specifically: creating, modifying and issuing Purchase Orders 

Evaluating and approving Purchase Orders

Creating reports to capture contract spending and other metrics to assist in monitoring contracts

In reviewing proposed legislation as it relates to fiscal impact on contracts or procurement

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
