Introduction

The Department of Information Technology (DoIT) was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

This position will be in DoIT’s Procurement Office (ITPO) in support of procurement, contract management, and procurement oversight functions of the Agency.  ITPO seeks a motivated individual with a solid understanding of procurement principles, contract management concepts, and appropriate work experience applying those skills.

Main Purpose of Job

This position will be performing procurement duties in the Department of Information Technology Procurement Office. It will be responsible for reviewing the scope and format of solicitations and task orders for compliance with IT policies and procedures; preparing Board of Public Works (BPW) agenda items to formally request BPW approval as required for certain procurements; assisting in managing the task order process for use in Statewide IT and Telecommuncations contracts; providing guidance, direction, and instruction to other State agencies in developing task orders; assisting in the development of solicitations for IT Department and telecommunication commodities and services in support of Statewide requirements; evaluating proposals received in response to solicitations and task orders and assisting in preparing award selection recommendations.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of professional public sector procurement, or private sector contracting experience, which included activities such as advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, coordinating evaluation committees, conducting vendor debriefings, and monitoring contract performance.

Notes:

1. Additional experience as defined above may be substituted on a year for year basis for the required education.

2. One year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures may be substituted for the required general procurement experience.

3. A Doctorate of Jurisprudence (JD) or a Master’s degree in Business Administration may substitute for two years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in logistics specialist classifications or administrative support specialty codes in the financial management field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate will have two or more of the following:  

Certifications from one or more of the following:

  • Certified Purchasing Manager from the National Association of Purchasing Management
  • Certified Professional Contracts Manager from the National Contract Management Association
  • Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers)
  • FAC-C

Experience procuring IT goods and services for the public sector.  

Experience managing contracts providing IT goods and services.  

Intermediate to Advanced skills in the following software: 

  • Microsoft applications (Word, Excel, PowerPoint)
  • Google applications (Gmail, Drive, Docs, Sheets, Forms), 
  • Adobe (Acrobat Pro)

Coursework completed in one or more of the following topic areas: 

  • Cost and Price Analysis
  • Acquisition Law
  • Source Selection
  • Contract Administration
  • Business Writing    

Experience creating, issuing, modifying and approving purchase orders and blanket purchase orders in State of Maryland’s Financial Management Information System (“FMIS”).   

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
