LOCATION OF POSITION
The core functions of this Systems Control Accountant, Lead position is to: (1) provide technical support to statutory accounting and annual financial statement close process, (2) responsible to train and assist two staff accountants, and (3) serve as a liaison between external sources (state agencies, external auditors, etc.) and the Financial Reporting Unit of the GAD. This position assists the team to ensure that state agencies apply appropriate and consistent interpretation of, and compliance with, statutory and generally accepted principles (GAAP) for financial reporting and statewide accounting. The position provides technical GAAP accounting direction and guidance to state agencies by formulating statewide accounting objective and policies, reconciling agency financial reports and developing, modifying, and maintaining the statewide accounting system. The position assists with all tasks and workpaper reviews necessary for the preparation of the State of Maryland Comprehensive Annual Financial Report (CAFR) as well as providing direction, assignment of work, and first level workpaper review to staff accountants.
PLEASE NOTE: No vacation requests during the time period of August 15 to December 15 will be permitted. Must have the ability to work overtime, as necessary, to prepare the State's GAAP financial statements. Required to work one additional hour per day every day approximately during September 15 to November 15th. Unable to prepare tax returns for compensation due to conflict of interest with duties as Comptroller of Maryland employee.
Education: A bachelor’s degree in Accounting from an accredited college or university or a bachelor’s degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing.
Experience: Two years of experience ensuring appropriate and consistent interpretation of and compliance with statutory and generally accepted accounting principles in a fiscal control agency or two years of experience supervising professional accounting functions.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial management classification or financial management specialty codes in the accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS
- Proven record of collaborative work experience
- 2+ years public accounting experience
- 2+ years working in government sector
- Familiarity with automated financial reporting software
- Familiarity with automated budgetary accounting and reporting systems

This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
