MDH/Office of Capital Planning, Budgeting, and Engineering Services (OCPBES), Baltimore, Maryland

Main Purpose of Job

The main purpose of this position is to provide MDH and the Office of Capital Planning, Budgeting and Engineering Services (OCPBES) with expertise and assistance in the management of complex facility and infrastructure projects from inception to their successful completion. These projects could include new construction, demolition, renovation, maintenance, energy performance or other type projects that may affect the operations or budgeting of a facility. The occupancy types involved may include offices, health care areas, housing, educational areas or infrastructure systems such as water or electrical distribution as well as sanitary waste and stormwater management. The projects may also involve developing detailed space configurations and layouts for areas and managing the relocation of personnel and offices.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Engineering or Architecture from an accredited college or university.

Experience: One year of experience as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects.

Notes:

1. Additional experience as an engineer or architect in the building construction field involving the design, construction or repair of building structures or system services may be substituted on a year-for-year basis for the required education.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position should possess any of the following:

  • Licensure as a Registered Architect
  • experience utilizing AutoCAD to generate construction documents
  • experience experience in tenant fit-out design
  • experience in developing project specifications
  • Strong understanding of building codes including IBC, life safety, COMAR, and FGI guidelines
  • excellent oral and written communication skills
  • experience in managing large scale design, renovation, construction, demolition, and/or maintenance projects
  • strong project management skills and strong analytical skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees may be required to carry an electronic paging device or provide the employing agency with a telephone number where the employee can be reached.
