The Regulatory and Compliance Engineer Supervisor serves as the Division Chief of the Biosolids Division within the Land and Materials Administration's Resource Management Program. This position directly supports the mission of the Maryland Department of the Environment to protect public health and the environment. This position will supervise a staff of Regulatory and Compliance Engineer Senior(s) and lower-level Regulatory and Compliance Engineer(s), who engage in the review, analysis, and evaluation of engineering standards, practices, principals, methods, plans and specifications, operation and maintenance manuals, and other supporting technical, scientific, and engineering design information required in support of Maryland Sewage Sludge Management Regulations. The Division Chief is also responsible for personnel supervision, and the preparation, documentation, and administration of an annual budget for the programmatic areas of the Division.

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.

Notes:

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area may be substituted for the engineering degree.

2. Possession of a Master's degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

3. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

It is preferred that the selected candidate have the following:

• Bachelor and/or Master Degree in the following fields of engineering: Civil, Agricultural, or Environmental Engineering;
• Experience related to sewage sludge treatment, land application and disposal options;
• Experience supervising a professional environmental staff. 

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry a cell phone.
