This recruitment will be utilized to fill multiple vacancies within DPSCS for multiple counties within the State of Maryland. Please select all of the locations in which you will accept employment.

Main Purpose of Job

To assess all incoming inmates in a designated institution for substance abuse problems and provide counseling, intervention, intense treatment and rehabilitation services to those inmates with substance abuse disorder(s) which may also include inmates that are dually diagnosed.

POSITION DUTIES

Supervise and evaluate the work of assessment addiction counselors in the Office of Substance abuse treatment services to include client assessment reviews and monitors the administration of screening and assessment services. Insure compliance with COMAR standards for substance abuse counselor supervision.

Provide corrective recommendations for improving skills in the administration of substance abuse screenings and assessments.

 Assign task to addiction counselors related to data collection, reports, and the administration of substance abuse assessment services.

Conduct meetings to review and revise procedures for substance abuse screenings and assessment.

Review screenings and assessments completed to assure scoring accuracy.

Assist the Director of Substance Abuse Treatment Services and the Assistant Director of Substance Abuse Treatment Services in the implementation of statewide substance abuse assessment services that comply with the department’s strategy for providing assessments.  

Review screenings and assessments to ensure completed documentation within the required timeframe.

Maintain contact with internal external resources such as institutional case management managers to communicate for passes and assessment scores.

Participate in continued professional development through educational training.

MINIMUM QUALIFICATIONS

Education: Master’s degree in a health and human services counseling field from a regionally accredited educational institution.

Experience: Successful completion of a minimum of 3,000 hours of supervised experience in counseling approved by the Board, including: (1) 2 years of supervised experience completed after the award of the master’s degree; and (2) 100 hours of face-to-face clinical supervision obtained during the 2-year post-master’s time period.

Notes:  An applicant holding a doctoral degree shall have completed not less than 2 years with a minimum of 2,000 hours of supervised experience, including 50 hours of face-to-face clinical supervision, in counseling approved by the Board, 1 year of which shall have been completed after the award of the doctoral degree.

SELECTIVE QUALIFICATIONS

Must possess a license in clinical alcohol and drug counseling (LCADC)

DESIRED OR PREFERRED QUALIFICATIONS

6 months of supervisory experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.07, candidates placed in this classification must be either certified by the Board of Professional Counselors and Therapists as a Certified Professional Counselor-Alcohol and Drug.  

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.  

SPECIAL REQUIREMENTS

1.      Candidates must possess graded courses in management and supervision as defined by the Abuse Administration (ADAA), Maryland State Department of Health and Mental Hygiene.  This training must be approved by ADAA.  Inquiries concerning this training must be addressed to the Office of Education and Training for Addiction Services, 55 Wade Avenue, Catonsville, Maryland  21228.  

2.      Employees are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
