Main Purpose of Job

The State Personnel HR Office plays a major role in the Military Departments mission of being ready to respond to support requirements of our State and Nation with a highly qualified team of Soldiers, Airmen, Civilians and Volunteer Forces, by providing high level customer service in all areas of Human Resources services. This HR team services over 380 regular and contractual State employees and over 5,000 National Guard members when activated. The primary responsibility for this position is to perform a wide and diverse range of HR generalist functions and professional tasks to support the Human Resource services provided to all the programs under the Maryland Military Department and their staff.

POSITION DUTIES

  • Responsible for providing excellent customer service.
  • Performs and initiates all HR transactions as the agency's primary HR Coordinator in Workday.
  • Provides EEO Officer with critical EEO information monthly.
  • Supports senior level HR team by providing guidance and assistance to managers and supervisors in areas of Training, Employee Relations issues, PEP related issues and contact renewals.
  • Responsible for ensuring all on-boarding of new hires.
  • Handles all benefit related issues including open enrollment.
  • Responsible for  processing and ensuring compliance for all FMLA and medical leave events, worker injuries, IWIF and appropriate use of accident leave.
  • Responsible for ensuring that all information in Workday for employee's profiles are completed and accurate.
  • Maintains databases necessary to ensure the information is captured for leave bank processing and related reports.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: One year of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes: 1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or
university in the fields of HR/personnel administration, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with the Family Medical Leave Act (FMLA)
  • Experience with Injured Workers' Insurance Fund (IWIF)
  • Active HR Coordinator in Workday.
  • Experience as a Health Benefits Coordinator.

LIMITATIONS ON SELECTION

This is limited to Current State Employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Candidates for positions in this classification will be required to apply for a criminal background check as required by the Annotated Code of Maryland, Family Law Article, Section 5-561.

Candidates in this classification are subject to substance abuse testing in accordance with the Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
