Introduction

The Department of Labor, Licensing and Regulation, Office of Administration is seeking individuals who is currently employed with the State of Maryland to function in the position of HR Officer I. This position will perform full performance level professional duties of a Human Resource Generalist which could include classification, compensation and recruitment.

This position is limited to current Merit and Contractual State of Maryland employees.

Main Purpose of Job

The main purpose of this position is to perform full performance level of professional duties of a Human Resource Generalist which could include classification, compensation, and recruitment. The incumbent performs job analyses and evaluations, conducts desk audits, writes position study memos and confers with and advises DLLR line staff, supervisors, and administrators in classification and compensation matters.

POSITION DUTIES

This position is responsible for completing all recruitment and reclassification tasks for assigned programs. Duties of this position include, but are not limited to:

Analyzes and evaluates position requests for reclassification in all occupational classification series by utilizing class files, histories, prior studies and consult with personnel professionals to make classification determinations.

Reviews all terminations from Workday System by another employee to ensure the information is accurately reflected to account for resignations, retirements, or transfers to other departments.

Create JobAps recruitment requisitions and planners/position announcements for HR partner/DBM review and approval.

Prepare job advertisements for local and national publications.

Advise and assist agency personnel in completing and submitting required recruitment documentation (Position requisition request, MS-22. HFE request. interview panel and questions, etc.)

Writes accurate and compete position study memorandum using the Department of Budget and Management's guidelines for study memorandums for position classification purposes.

Recommend new or changes to existing HR related processes, policies and procedures to increase efficiency and accomplish established HR goals and objectives.

Notifies disapproved candidates of their status via JobAps notifications.

Receive and review incoming recruitment documents for review by following EEO guidelines, DLLR and DBM policy and State/Federal law in rating qualified candidates into proper banding categories (BEST Qualified, BETTER Qualified and Qualified).

Provide assistance to agency personnel in creating proper structured interview questions and rating and training as needed.

Give recommendation of salaries for all hires using current policy and salary guidelines; document and submit justification on any request for above base salary request.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:


1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employer relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

This recruitment is for current merit or contractual State of Maryland employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
