Introduction

The Maryland State Department of Assessments and Taxation (SDAT) is seeking an HR Officer to co-manage the Recruitment operations for the department located in downtown Baltimore.  This is a Position Specific Recruitment and the resulting list will be used to fill this only.  Candidates interested in future positions for this classification will need to re-apply.

Main Purpose of Job

The main purpose of the position as HR Officer I is to perform recruitment, examination and employment functions for the Department. Position is responsible for planning, organizing, coordinating and implementing necessary systems to ensure vacancies are filled promptly. Position is also responsible for all administrative to include but are not limited to health benefits, orientation, classification and compensation actions, retirement, recruitment, timekeeping, and personnel transactions. Our top priority is customer services to our internal and external stakeholders. The supervision of a Personnel Associates I is assigned this position.

POSITION DUTIES

Recruitment and Examination:

  • Assists the HR Director as directed in the daily operations of the Unit, and assumes those duties in the absence of the Director and/or Deputy Director to include providing technical assistance to SDAT operating agency regarding recruitment and selection procedures/guidelines.
  • Develop position selection plans, announcements and bulletins for circulation within the Department and to other departments and educational institutions.
  • Develop job advertisements for publication in local and national newspapers.
  • Reviews applications and resumes for determining minimum qualifications and resolve any questions or issues with applicants.
  • Conduct recruitment activities for vacant positions via the eligible list process.
  • Provide training or guidance and assistance to hiring managers concerning interview techniques.  Assist in the development of scoring matrices and service as a panelist when required.
  • Receives and reviews all interview lists and determines if selection complies with applicable laws and regulations.
  • Prepares Position Selection Plan and Appointment Certification Form for review and signature of the Equal Opportunity Manager and Director of Human of Resources.
  • Reviews all report’s prepared by the Personnel Associate prior to submission to the Director of Human Resources.

Supervision:

  • Directs and schedules the work of one Personnel Associates I to insure timely completion of assignments in the areas of timekeeping, attendance monitoring, fmla, Leave Bank and Leave Donation Programs, Health Benefits, OSHA reports, Workers Compensation, Processing transaction into Workday and maintenance of personnel records and files.
  • Provides direction, guidance and instructions to subordinate employees in the application of performance evaluations, personnel law, regulations and policies specific to areas enumerated above.
  • Insure all Departmental records are completed or updated to reflect appointments, reclassifications, promotions, salary adjustments, name and location changes and other pertinent information.
  • Verifies that the minimum qualifications of new employees have been completed to comply with the Office of Personnel Services and Benefits regulations.
  • Insure that New Hire Registry and all other forms for new employees are completed and sent to the appropriate Agencies in a timely manner.

Administrative Duties:

  • Provides Professional and Superior Customer Services to internal and external clients/customers 
  • Prepares vacancy report for Personnel Administrator and other Agency officials.
  • Responsible for maintenance of Agency transfer requests and insures that requests are considered when vacancies are being filled.
  • Develop, adapt and implement operating procedures for subordinate staff to meet the needs of the Office of Human Resources.
  • Advises management and employees on applicable personnel law, regulations and policy.
  • Serve as certified Retirement Coordinator providing information regarding eligibility, benefits, and processing of appropriate forms.
  • Serve as back-up for the Agency’s timekeeper in the maintenance of personnel leave file.  Assist with processing of reports as required.
  • During New Hires Orientation you will be briefing on benefits and retirement process.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employer relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will possess:

Experience performing full cycle recruitment

Experience working with SPMS, Workday, and JobAps or other similar HRIS system

Experience with Code of Maryland Regulations (COMAR) and Annotated Code of Maryland

LIMITATIONS ON SELECTION

Must be willing to work in Baltimore City.

Recruitment is limited current regular or contractual State employee.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
