Main Purpose of Job

The Deputy Director of the Office of Human Resources (OHR) for the Maryland Department of Health (MDH) reports to and works in close cooperation with the OHR Director to plan, direct, supervise, and coordinate the work activities in Recruitment and Selection; Employment Services (HR Generalists); Employee Relations (grievance and disciplinary action appeals); Labor Relations; Payroll; Training Services; and HR Information Systems (reporting and data analysis); and Diversity and Inclusion.  The Deputy Director must be a strong leader and manager, as he/she has direct management responsibilities for the most of the leaders of each of these divisions.  This position develops and evaluates HR policies and procedures for HR representatives in MDH field units and assists in overseeing field HR representatives relative to HR policies and procedures, assuring compliance with State and Federal statutes and regulations. The Deputy Director may serve as the Director in their absence.

The Deputy Director, OHR may be called upon as a technical advisor to MDH management on any matter relating to the State Personnel Management System, corresponding Federal and State statutes, regulations, policies, procedures, and Memoranda of Understanding (MOUs) with the Exclusive Bargaining Representatives for Maryland State Employees.  The position may advise all levels of MDH management regarding strategic planning and organizational development and how changes affect employee compensation and working conditions.  This position may also represent MDH on the Statewide Personnel Advisory Committee (PAC) and may assist in labor negotiations.  The incumbent will perform projects and special assignments at the direction of the Secretary, Deputy Secretaries, Chief of Staff, and/or OHR Director.

 

MINIMUM QUALIFICATIONS

Qualified candidates will possess a Bachelor's degree from an accredited college or university and six (6) years of professional experience including 4 years in professional human resources work and 2 years supervisory or managerial experience. Applicants may substitute four (4) years of professional human resources management experience for the Bachelors degree.

Professional human resources work can be in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employer-employee relations, human resource program evaluation or human resource policy formulation. Professional human resource management work experience would include creating eligible lists, developing position selection plans, conducting recruitment efforts, performing job analysis and evaluation to determine appropriate classification and salary; interpreting, and applying the State Personnel Management System laws, rules, regulations and standards, reviewing requests for disciplinary actions and recommending appropriate resolution, representing management at hearings and grievances, providing advice and guidance regarding standards of conduct and the performance evaluation process, and developing and implementing human resources policies and procedures to meet agency-unique needs.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have demonstrated successes in HR management and leadership; project management and prioritization; problem solving; critical thinking; social perceptiveness; and/or sound judgment.  Successful HR experience with one or more Maryland State Agencies is also preferred.
