Main Purpose of Job

This is a contractual position responsible for the coordination of the quality assurance components of the Autism Waiver, including Provider Monitoring for the Autism Waiver, analyze data and develop written monitoring and data reports on status of the Autism Waiver and the review of Autism Waiver Providers. Respond to Reportable Events, lead provider focus group, and make recommendations to improve the quality of the Autism Waiver.

POSITION DUTIES

Serves as a technical specialist for the implementation of the Autism Waiver including the Quality Assurance Plan; provides site visits to determine service provider compliance with applicable Medicaid regulations; conducts technical assistance site meetings, workshops, and disseminates information through written correspondence and telephone contact; serves as a liaison to local counties for related projects.  Delivers assistance and support to the Interagency Medicaid Monitoring team providing school based monitoring activities for Local School Systems (LSSs), Local Lead Agencies (LLAs), and nonpublic schools for school on Medicaid services; responds to all Autism Waiver Reportable Events, and supports the development of Autism Waiver policies and procedures.

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours in Special Education, Public Health, Psychology, or a related field.  

EXPERIENCE:  Four (4) years professional experience in training staff that must include administrative and/or supervisory experience, or administration of a public health or special education program or a program serving individuals with disabilities; experience with Medicaid services or Home and Community Based Waivers is desirable.  

NOTE:  Two additional years of experience as defined may substitute for the Master’s Degree.

SELECTIVE QUALIFICATIONS

Must have experience with the Autism Waiver and compliance monitoring.

Must have an understanding of COMAR regulations as they pertain to the Autism Waiver and the Home & Community Based 1915 (c) Waiver.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
