Main Purpose of Job

This is a professional position responsible for the collection, research, analysis, reporting, and management of various data and reporting sources to support the MCSS and School Safety Subcabinet; reports to the MCSS Executive Director with responsibility for legislative mandates of the Safe to Learn Act that relate to data collection and reporting.

POSITION DUTIES

Collects, analyzes, and reports local, state, and national data including mandated data and reports as outlined in the 2018 Maryland Safe to Learn Act; includes data and reporting analysis for the MCSS and School Safety Subcabinet on Safe Schools Maryland Tip Line, Local School Systems (LSSs) data, incidents, and after action reports, and Federal, private, and non-governmental school safety after-action data, trends, lessons learned, and best practices; researches, analyzes, evaluates and reports on local, State, and national Policy and legislative trends and best practices.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work from an accredited college or university.

EXPERIENCE: Four (4) years of professional experience gathering, analyzing and identifying trends, gap analysis, and/or best practices. Experience in school safety, public safety, homeland security, or emergency management preferred.

NOTES: Two years of additional experience as defined above may be substituted for the Master’s Degree. Possession of a Doctorate in a field related to the position may be substituted for one year of the experience requirements.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of state and national public safety or school safety issues; skill in interpersonal communication with a variety of stakeholders; skill in organizing and managing multiple tasks; ability to effectively analyze activities focused on improving school safety and safe to learn environments; ability to represent the MCSS to various local, state, federal, and non-governmental organizations; ability to interpret federal and State policies, regulations, laws, and procedures; ability to assess and identify problems and recommend appropriate improvements and solutions; ability to use sound judgment.

LIMITATIONS ON SELECTION

Employees in this classification are subject to Substance Abuse Testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs. Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
