Main Purpose of Job
This position is responsible for the management and execution of interagency efforts to implement an equitable and efficient rate setting process, ensure compliance with applicable State and federal regulations, and provide technical assistance for residential and nonresidential child care programs for youth requiring out of home placements.
POSITION DUTIES
Provides multi-agency leadership to manage the execution of statewide rate setting strategies across agencies, administrations, public and private partners; chairs Interagency Rates Committee (IRC); oversees the business processes for rate setting to ensure a streamlined and equitable statewide process; ensures that rates for residential and nonresidential child care programs for youth requiring out of home placements are published annually; ensures that the process and results comply with the requirements of SB 344/HB 387; manages all reconsiderations, appeals and modifications; conducts analysis regarding budget submissions, trends, allowable costs, etc.; responds to legislative inquiries related to provider rates associated with youth requiring out-of- home placements; and manages database housing rate setting methodology.
MINIMUM QUALIFICATIONS
EDUCATION: A Master’s Degree or higher in Social Work, Public Health, Business Administration, or other related field.
EXPERIENCE: Five (5) years of senior level management and leadership experience in a related field. Demonstrated knowledge of government practices in rate setting for youth programs. Interagency experience in a healthcare or human services setting. Experience working at a State or Federal Organization.
NOTE: Two additional years of experience as defined may substitute for the Master’s Degree.
SELECTIVE QUALIFICATIONS
Must have professional experience directing or managing a collaborative process with multiple State agencies.
Must have professional experience analyzing budgets and other fiscal/financial data.
LIMITATIONS ON SELECTION
Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
