Main Purpose of Job
POSITION DUTIES
Supports and monitors the implementation of Maryland’s Every Student Succeeds Act (ESSA) by assisting the research-related activities included in the state’s plan (such as the study of new elements for possible inclusion in the accountability system and the analysis of the existing research base for ESSA-related decisions); supports MSDE’s evidence-based decision-making activities by reviewing extant research, communicating the results of research, conducting descriptive analyses of state data, and collaborating with other agency offices and divisions to develop data collection instruments and analyze data; manages the agency’s assistance to and technical support of local school system’s research and data use by supporting the development and implementation of a technical support and training program for local school systems’ data analysis, research, and evaluation.
MINIMUM QUALIFICATIONS
EDUCATION: Possession of a Bachelor’s degree from an accredited college or university.
EXPERIENCE: Two years of professional, administrative, research, policy analysis, or teaching work in education or a related field.

One year of additional experience as defined above may be substituted for the Bachelor’s Degree.

Possession of a Master’s in a field related to the position may be substituted for one year of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of education research and policy issues; knowledge of data-driven decision-making processes and procedures; knowledge of the evidence-based decision-making requirements of the Every Student Succeeds Act (ESSA); skill in finding and reviewing research; skill in collecting, describing and analyzing qualitative and quantitative data; skill in managing project timelines; ability to interpret, summarize, and communicate findings to both technical and lay audiences; ability to provide technical guidance to internal and external partners; ability to design and implement technical training programs.
LIMITATIONS ON SELECTION
Proof of eligibility to work in compliance with the Immigration Reform and Control Act and some travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
